Mohammad Dahlan is an interesting possibility. Has worked extensively with the US and the EU and to some extent Israel. His direct involvement in terror dates to his youth and he’s a bitter enemy of Hamas. Decent background in security, though he lost the battle of Gaza to Hamas.
