In my past job experience with federal computer systems, the agencies whose computerized communication systems were important to them did well, as did the USAF systems. My experience with all the rest were decidedly mixed.

The executive branch also seemed to do systems right.

A friend of mine retired from my company in Maryland, and went to work as a cable TV/Internet installer. Sometime in the mid-2000’s, he installed a cable TV system in the White House. President Bush gave him a written commendation for professional work and conduct. That was good for a $5000 bonus from his employer.

My local property tax authority allows me to pay on-line direct from my bank account. For a fee of 25 cents. Cheaper than a postage stamp and zero chance the USPS will lose it or it will fall behind some bureaucrat’s desk.

Same with annual auto tag license renewals.

I can’t figure out why the IRS can’t roll out something similar for those of us who pay quarterly. Instead we have to write a check and mail it hoping it doesn’t get lost or mishandled.
