As the article says, it’s not just the Brooklyn kids who lost their school for a few days because of a storm.

Any public school district is required to admit anyone who looks to be under the age of 18 as long as he or she lives in the district. Room must be made for the newcomers and any special help they need, like learning English, must be provided. So less of the district’s resources will go to educating American kids.
