A Quebec man who posted conspiracy theories online that forest fires were being deliberately set by the government has pleaded guilty to starting a series of fires himself that forced hundreds of people from their homes.
Brian Paré, 38, pleaded guilty Monday to 13 counts of arson and one count of arson with disregard for human life at the courthouse in Chibougamau, Que.

Whether or not those fires can be blamed on government depends on how fast the investigation and arrest took.
If the government dragged its feet while he was posting incriminating material, then some of the fires can be blamed on government.
There are cases in which crimes could arguably have been prevented had the government stepped in when a person was showing signs of serious mental illness. The school shooting at Uvalde is one of those cases. Government failure to take appropriate action does put some of the blame for the crime on the government.

It sounds like they waited about 3 months before arresting him. He was questioned as a witness in June & they grew suspicious with his answers. Then started checking into him more & watching his social media posts. He was arrested in Sept.. I don’t know if they had enough evidence to arrest him sooner.
There were 700 fires across Canada. He set 14 fires. The gov’t blamed just about all the rest on lightning.
That is because most forest fires in the LATE summer do start from lightning strikes. The difference is that in the USA on PRIVATE timber lands the company puts up a helicopter and drops off people to put the fire out before it gets out of control.
IF lightning starts a fire on BLM or National Forest Service(US Federal) lands they have a meeting and decide whether to put the fire out OR let it burn. Especially if there is no danger to humans or structures.
The problem is sometimes by the time they make a decision to put the fire out it spreads and is out of control. This happened in Redding, CA a few years back. Except, the fire started because someones safety chains on their trailer were dragging and caused a spark on the side of a road. The road was in the US National Forest. By the time they made a decision the fire was so huge it almost burned down Redding, CA.
