The Navy said it was a ship they have encountered several times smuggling. And that would be news to Admiral Nimitz.
We are not prosecuting them for crimes and gathering evidence and making arrests... we are attacking terrorist activities.

You can’t just attack boats and kill the crew for no reason, you have to board them to see if they are committing a crime and if the crew are then you arrest them, and if the rules call for it you scuttle the boat.
