Voters do not count, Ballots do - they just keep running ballots through the machines until they hit some magic number.
Kamala can get any number of ballots; it just means running the boxes of ballots through the machines a few more times. They do not care who buys what - as long as the Dem wins. They have plenty of high powered lawyers, judges, politicians, functionaries, media outlets, etc ready to go against the election deniers.
