WHO got the contracts for MILLIONS of “monitoring devices/ankle bracelets”

AND

WHO got the contracts for the actual “MONITORING”?????

Did the monitors have a label saying in Spanish “Against the law to remove this device!”? That would have stopped them right? 🤔
