Texas lacks an army, save for the State Guard. The main force controlled by Governor Abbott is the National Guard, which can be federalized with a stroke of Biden’s pen. Eisenhower and Kennedy took over the National Guard from state control as a part of the desegregation of public schools and colleges, desegregation mandated by the Supreme Court.
