What you are proposing is a violation of both state and federal antitrust laws. The damages for antitrust law violations are treble damages. So that half-million AR fee, would likely cost the FFL over 1.5 million if you include the legal fees of the LEO.

PS Your math is a little off. A high end AR costs about $2k. at 5,000%, that means $100,000. So lets up it to 25,000%...
