US Senate panel backs 'big hammer' plan to seize Russian assets to help Ukraine

A U.S. Senate committee approved legislation on Wednesday that would help set the stage for the United States to confiscate Russian assets and hand them over to Ukraine for rebuilding after the destruction of the nearly two-year-long war.

The Senate Foreign Relations Committee voted 20 to 1 in favor of the unprecedented "Rebuilding Economic Prosperity and Opportunity (REPO) for Ukrainians Act."

If it were to pass the full Senate and House of Representatives and be signed into law by President Joe Biden, as expected, the act would pave the way for Washington's first-ever seizure of central bank assets from a country with which it is not at war.

Senator Ben Cardin, the Democratic foreign relations committee chairman, was optimistic about the bill becoming law, noting that it has broad support, from both Democrats and Republicans in the Senate and House, as well as from Biden's administration.

"Ukraine is on the verge of being overrun by Russia if we do not give them the help that they need... and we all know that it will not end with Ukraine," he said, before the committee voted. The House Foreign Affairs Committee has passed a similar bill, also with overwhelming bipartisan support. Cardin said he expected the Democratic-majority Senate and Republican-majority House would be able to resolve the differences between the two bills.

The EU, United States, Japan and Canada froze some $300 billion of Russian central bank assets in 2022 when Russia invaded Ukraine. Only about $5 billion to $6 billion are in the United States, with most held in Europe, and most of those in Belgium's Euroclear central securities depositary.

"This is intended to be a big hammer. It's intended to be a very new way of attacking a country that does not behave itself," Republican Senator Jim Risch said.

The original argument was re BRICS, trends in that, and whether foreign holdings of US Treasuries show some progress towards BRICS. I showed that US Treasuries are holding up in foreign markets.

If you want to argue for BRICS otherwise go ahead.

US debt is another matter. Per classic macro the main result of that is to crowd out US private debt issuance making investment capital scarce and raising interest rates. And that is happening.

Well, that is your problem. Your mind is simply unreceptive.

The argument began, if you want to trace it, on an assertion that someone or something was not properly conservative. Since I have made a study of conservatism, I rebutted this claim on the grounds that the fellow did not understand conservatism as such, in a historical sense. Catholicism comes into it because in essence modern concepts of political thought come from classical philosophy and Catholic scholasticism. You can find it all, essentially, in Aquinas, the Summa.

But as I also said, we can bring a horse to water, but we can’t make the beast drink. Which is the fundamental problem with education. Which you are demonstrating very well.

Yes, it certainly could have been avoid if 1) We and other NATO countries had allow the Minsk Agreement to be implemented. François Hollande and Angela Merkel both admitted NATO never had any intention of allowing Ukraine to abide by it 2) If had sat down with Russians and listened to their security concerns in December of 2021. They wanted to negotiate and we didn't. 3) If we and Boris Johnson had allowed Ukraine and Russia to implement a peace deal that close to being finalized in March of 2022.

WE/NATO wanted this proxy war and, at every turn, did everything it could to keep it going.

Meanwhile, the US will be 50-100M illegals net positive, most of its population homeless or relegated to being renters, buying used cars because that's all they can afford, and approaching $50T in debt. Russia is saying that 65 Ukrainian POWs were onboard a Russian IL-76 aircraft when Ukraine shot it down over Belgorod.

There are many inconsistencies with this story and Russia refuses to allow international observers inspect the site or see the bodies.

The Ukrainians have struck another Russia oil depot this time on the Black Sea in Tuapse.

Here's a tidbit, to further insight into the players:

"With 33 million hectares of arable land, Ukraine has large swaths of the most fertile farmland in the world. Misguided privatization and corrupt governance since the early 1990s have concentrated land in the hands of a new oligarchic class. Around 4.3 million hectares are under large-scale agriculture, with the bulk, three million hectares, in the hands of just a dozen large agribusiness firms. In addition, according to the government, about five million hectares – the size of two Crimea – have been “stolen” by private interests from the state of Ukraine. The total amount of land controlled by oligarchs, corrupt individuals, and large agribusinesses is thus over nine million hectares, exceeding 28 percent of the country’s arable land. The rest is used by over eight million Ukrainian farmers.

The largest landholders are a mix of oligarchs and a variety of foreign interests – mostly European and North American, including a US-based private equity fund and the sovereign fund of Saudi Arabia. All but one of the ten largest landholding firms are registered overseas, mainly in tax havens such as Cyprus or Luxembourg. Even when run and still largely controlled by an oligarch founder, a number of firms have gone public with Western banks and investment funds now controlling a significant amount of their shares."

War and Theft: The Takeover of Ukraine's Agricultural Land

And: "The report identifies many prominent investors, including Vanguard Group, Kopernik Global Investors, BNP Asset Management Holding, Goldman Sachs-owned NN Investment Partners Holdings, and Norges Bank Investment Management, which manages Norway's sovereign wealth fund. A number of large US pension funds, foundations, and university endowments are also invested in Ukrainian land through NCH Capital – a US-based private equity fund, which is the fifth largest landholder in the country."

The spoils of war are being tabulated, and if those "investments" turn sour for the likes of "investment partners," it is assured that hell will pay. Somehow.

Those wacky Clintons are eyeing the spoils.

There was constant provocation for eight years leading up this war.

Russia had far more of a reason invade Ukraine than we ever did in either Iraq war.

We fomented an illegal coup in 2014, installed a puppet government hostile to both Russia and the ethnic Russian population. We trained, funded and armed Ukraine with lethal weapons. We teased NATO membership for Ukraine. We were running biolabs with deadly pathogens in them in Ukraine.

If Russia or China were doing all that in Mexico, WE'D, justifiably, would invade.

So, repeating the same lies over and over again isn't going to make them true. And, the VAST majority of the world knows the narrative you're spewing is lie.

But, get this through your thick skull -- there isn't ANYTHING Ukraine can do to get back the territory they have lost. Nor do the residents in that territory want to go back to being part of Ukraine.

Ukraine can only lose more territory. And, it will unless there is an unconditional surrender.

NOT EXACTLY... gray rock is just a reminder to ignore the negative commenters.

The gray rock method: is a tactic to deal with conflict and abusive, manipulative behavior.

The idea is abusive people enjoy getting reactions from their victims. This approach of Gray-rocking leads us to just skim, without response, ignoring “foolish” comments or memes which refuses a reward for negative behavior.

This system will calm antagonistic ‘detractors, dis-tractors, comments and memes. The intention for the ‘image’ of a gray rock is simply a reminder to BE KIND rather than to RESPOND IN KIND.
