There is problem with Trump sending federal troops to Texas for law enforcement.
The Posse Comitatus Act consists of just one sentence: “Whoever, except in cases and under circumstances expressly authorized by the Constitution or Act of Congress, willfully uses any part of the Army or the Air Force as a posse comitatus or otherwise to execute the laws shall be fined under this title or imprisoned not more than two years, or both.”
In practice, this means that members of the military who are subject to the law may not participate in civilian law enforcement unless doing so is expressly authorized by a statute or the Constitution.
But Abbot could just move his barracade back away from the border the feds are saying they have control of and create a DMZ for illegals. When they reach the barracade, they are no longer in the immediate border area and are no longer within the enforcement location of homeland. And if they are not aware of the illegals, then the illegals are not under suspicion of federal tresspass but are now enforceable by Texas as civilian trespass. And they don’t need Trump, just left alone.
