From what I have read this is a flat fee which is in addition to charges based on usage. Those rates are supposed to decrease. HA!

This is an incentive for poor people to buy electric cars as tiny Chinese and Vietnamese electric deathmobiles flood the market.

Wouldn’t it be more equitable to allocate the costs according to your “social credit” score? I think the Red Chinese already have a good handle on that system so it should be easy enough for California to copy it.

The working people can flee california...
That is frequently not as easy as that. Tied into a job school college home...you need replacements, and selling your property may not be easy, at a fair price.

During one of the darker moments of my life, I was the manager of a section 8 apartment complex. The tenants did not have to pay for anything, and so heat was always cranked up, with windows open. And this was before this law in a different part of the country. Which brings up an interesting point. A lot of apartment complexes are all-bills-paid. Does that mean that those complexes will get electricity for more or less, because of who their tenants are.

If I were a low-income person in California and I had cheap electricity, I know what I’d be doing all year long.

Yep, and with incandescent bulbs. And I'd run all the Bitcoin miners I could fit indoors. Would need a serious wiring upgrade but Commiefornia probably has some kind of 'electrical equity' program to cover that too.

Great deal for grow houses too.

Between being able to grow weed indoors for nearly nothing and mine Bitcoin for nearly nothing, there would no excuse to remain poor. Not that one seems to be required.
