Wrong on all counts. Not just kinda wrong, but spectacularly wrong.
Later on, in 1986, The Swimmer also said when introducing the ‘86 Amnesty that “we will not bring such a bill again”.
Seven or eight formal amnesties later, we now have a rolling amnesty for millions.
