They passed HR 2 years ago. It's been collecting dust in the senate. Media doesn't tell you that. The senate can vote on it today. Biden can sign it.
The House can pass their war bill tomorrow.

Then either Johnson should prominently mention it as the bill that was passed by Republicans, or pass a new one, and make some news headlines about it. The whole idea is to put pressure on the Senate Democrats to either pass a sensible bill, or go on record as opposing the same.
