One country’s warning is another’s goal.

“It” is used as a third-person singular personal pronoun referring to the previous inanimate noun “nation.” Pronouns are used to avoid repetition of nouns and make the sentence more concise.
The original sentence is excellent. Your ideas would make it very confusing.

Obama and his friends have been running the White House and the collapse of larger cities since the Potatohead took office. I’ve heard conservative media say Obama was stupid or unintelligent, the fact is everything, every program or policy sounds good, but Obama’s intentions are ALWAYS what will be damaged, who will be affected, and as much collateral damage he can cause. That is his true intentions, not to improve anything. He has an evil heart, the heart of a muslim.

“Does that help?”
No.
Should read...
“Mexico is the living example of what befalls a people when they allow corruption to run rampant and fail to crack down on their politicians.”
At the end of the day people get the government they deserve, or at least, the government they willingly tolerate.
Sadly, when corruption becomes institutionalized and elections no longer work, uprising from the public is the only remedy, but not an easy thing.

In 2019, it was revealed that the the AMLO government knew that of Mexico's 266 districts, 57% were controlled by cartels, 23% were disputed, leaving 20%, 56, under effective control of state. If Mexico was not bordering the US and the US wanted to take more action, Mexico would be considered in a state of civil war, low intensity conflict, or perpetually on the edge of becoming a failed state.
