Not sure that’s a new thing. When my kids were 6 and 7, a perv in the Chicago Public Library on Michigan Ave was exposing himself in the children’s section. I told the librarians and they said there was nothing they could do about it.

Yet you can be arrested for bring a camera into the public library. In fact up to a dozen cops may respond to a call from the library for that.
