They are all into fighting Russia but still want the USA to pay their bills?
Europe may want to get it going before Trump is elected. That way they know we will be in it up to our hips along with them. I think Estonia is in for a bad time soon.
I don't think any of the countries significantly below 2% are close to Russia, so Trump saying he'd actually encourage an attack by Russia is pretty stupid, and makes him look like the legal pressures have sent him over the edge, but, in reality, it's a nothing-burger.
The one really significant slacker is Germany.
