Arizona won't extradite murder suspect to NY, citing DA Bragg's handling of violent cases

Maricopa County Attorney Rachel Mitchell has declined to extradite a murder suspect to New York City, pointing to Manhattan District Attorney Alvin Bragg's lenient treatment of criminals and practice of releasing many defendants pending trial.

Raad Almansoori, 26, stands accused killed Denisse Oleas-Arancibia, 38, in a New York City hotel room earlier this month, according to the New York Times. In a press conference on Wednesday, Mitchell stated that "[h]aving observed the treatment of violent criminals in the New York area by the Manhattan D.A. there, Alvin Bragg... I think it’s safer to keep him here and keep him in custody, so that he cannot be out doing this to individuals either in our state, county, or anywhere in the United States."

It remains unclear by what authority, if any, Mitchell may decline to extradite Almansoori. Article IV, Section 2 of the U.S. Constitution expressly requires that states send wanted fugitives to the states with jurisdiction over the alleged crime:

"A Person charged in any State with Treason, Felony, or other Crime, who shall flee from Justice, and be found in another State, shall on Demand of the executive Authority of the State from which he fled, be delivered up, to be removed to the State having Jurisdiction of the Crime.'

Well, Arizona is correct to refuse to extradite. Southern states should never release a criminal to a foreign country such as NY. They will just let the thug go free.

Heavy stuff, and shows just how far this country has decline, even if a bunch of people keep wanting us to be obsessed by things thousands of miles away.

Bragg has a bad reputation for dumping dangerous thugs onto the public. I didn’t know states could refuse extradition.
I thought the request was merely a formality.

Shouldn't that read "non-handling of violent cases" ?

Is Raad Almansoori charged with any crime in Arizona? If so, I think they have the option of trying, convicting and imprisoning first. But if there are no local charges, why would he be held in any case?

I thought they tied this person to an additional violent crime in Florida? 3 separate states. So far…

It says on demand of “the Executive Authority of the state”. So the question is is that Bragg or is that the governor.

Second: “to refuse to allow us to seek justice and full accountability” is really funny coming from Brag who rarely seeks justice and accountability for NY victims.

Well, then, it’s simple. Execute him in Arizona, then send him to New York. I know, I know, never going to happen.

Not a lawyer, but isn’t possession 9/10ths of the law? Arizona possesses him. After he serves his sentences in AZ, then NY can have him.

Arrested 13 times in 3 years in Arizona, and Florida may have a claim on him too. He’s reasonably suspected of being a serial killer too, and New York wants to be an accomplice.

Willie Horton is still in prison in Maryland. He escaped work release while serving a life sentence without parole in Massachusetts.
