Don’t do it. It is corrupt as anything. Egypt has built a huge staging ground outside of Rafah. Just let donors bring in the food and medicine directly. Keep UNRWA out of it while you close the entire agency down. It has been of no good for anyone as far as politics and war. Sure maybe they have been just OK at food delivery but plenty of other agencies, groups and NGOs can do that. UNRWA has been a bad actor, and has not only not helped advance the cause of peace at all, they have been complicit in attacks, in hateful teachings in schools, and at best ‘looked the other way’ when Hamas used their facilities to built tunnels and hide weapons etc.

And I should add, UNRWA is based on an absurd premise that Palestinians are perpetual refugees. You could be 6th generation born and raised in Gaza and they still call you a refugee. No other refugees in any other part of the world are considered refugees after they have settled somewhere and new generations are born and raised. Only Palestinians get this special status. It’s a stupid policy that only ramps up political rhetoric and it creates the conditions that make Palestinians unwilling to even try to build something for themselves. Hamas has to go, and UNRWA has to be closed, and new groups created to replace their humanitarian missions.

Following the outcome of the 6day War in 1967 I was offered employment in Gaza that would entail working with UNRWA. I turned it down. It was corrupt then. Still is.
