Lack of worker talent? Is this still during basic construction? Can they not find bulldozer operators, concrete finishers and HVAC guys in Arizona? Or does this have to do with the cutting edge fabrication equipment — and I have no idea where that is manufactured, but I doubt that it’s in Arizona?

Where is the talent bottleneck?

It's a shortage of technical workers. This is one of the most technically advanced facilities in the world.
