Yanukovych understood the nature of the evil the US had planned for Ukraine and was repulsed by it, preferring to live in peace with Russia and definitely objected to NATO in Ukraine. The CIA wanted insisted on regime change in Ukraine to provoke war with Russia, i.e. WWIII.
