God is Spirit, and He exists outside of time.
(You know, like when the Lamb was slain before the foundation of the earth.)
The whole Bible story could be existeant in a split second to God if you wish to put it into the space time continuum.
God steps in and out of time when ever it pleases Him to do so.

Actually the pre tribulation rapture was not “decided before the foundation of the earth”.
The pre tribulation rapture is non-biblical and non-Christian.
Jesus’ second coming will NOT be a silent “rapture” of people — Jesus told us to expect to be persecuted in His name.
