I assume the intent was to make it look like she backed into the pond and got trapped and drowned and the killers were hoping the cops would see it that way as well.

There would be control of the crime scene.

Delaying the call to 911 and time needed to recover the vehicle & body would insure that the target was dead with no chance of being revived.
