In the police video where they talked to her in the hospital, she states she started the fight by splashing the kids with water when they teased her and called her names.
So, she admits to starting the fight, gets beaten up, then dies over 24 hours later.
Just a lot of government CYA and blaming on innocents.

the Dept of Ed is the first one DJT should scrap, followed closely by the EPA, OSHA, Dept of Transportation, and the Dept of Agriculture.
Get FedGov back within the confines of the Constitution. Eliminate the FBI and CIA; replace with new, narrowly scoped organizations.
