once in New York for driving a scooter without a license, and once in connection with a shoplifting case in Georgia.
I am not sure low-level shoplifting is even a crime any more in New York, and I am also not sure that riding a scooter Georgia is a crime (compared to the northeast, kids do it on public streets all the time). The criminal should match the state with the behaviour.

Actually, it was a child endangerment charge.
There was a young child, without a helmet, on the scooter, too.
