The cost of such administration is probably around a billion a year.
Deep State diploma mills.
Students are just the grist for the mills.
A form of Deep State.
Education administration don’t work with students, they aren’t there for education, they aren’t there for the key mission. The administrators and bureaucrats are always there for themselves. Screw everyone else. This is about me and my cushy office.
Not just Yale. This is your local government schools too — that are guaranteed to be top-heavy with administrators, while discussing the need to layoff teaching staff because the budget isn’t big enough.
If I was ever stupid enough to pledge money to that cesspool, I would demand it back.
When I went to college, the college had a Dean of Men and a Dean of Women.
Now they must have at least 117 deans, one for each gender, plus another dozen for undiscovered genders. (I wouldn't know exactly, I haven't given them any money in years. I'd burn money in the fireplace before giving it to them.)

All of academia is like this, from K-12 through university. While educational quality has decreased the number of administrators has increased proportionately.
Like they used to say about the Department of Agriculture. “Every farmer has his own extension agent.” Bureaucracies are always the same. Content doesn’t matter.
