Because the whole point of these laws is to motivate the prosecutors to go after any funds they can get their hands on, by letting the prosecutors use the money as they see fit. They’ve basically put a bounty on the citizenry so the states have less trouble plugging their budget holes.

Keep in mind, she was probably bribed to do this case. It would be interesting to see if she takes anyone down in a plea deal.
