I’m not sure there’s much difference betweeen the government and the bad guys
No one wants to go in and sort the mess out. I almost wonder whether nearby Cuba could be a solution? If we are not careful we’ll have the Russians or Chinese or Indians stepping up.
That’s always the problem in Haiti.
If a gang takes over and holds enough territory for long enough, it is the government. Just about every government on earth started as a successful gang, whatever that gang might have been called.
