There is no conceivable way to prevent this happening with the aid deliveries proposed by Biden and the EU.

Suppose the plan is too only give the aid directly to residents of Gaza. What is to keep Hamas from sending residents to collect the aid and return it to Hamas? There’s no indication that Hamas would not resort to violence to compel the residents from doing so.
