You gotta wonder what part the girl had in setting the thing up. He didn’t just get up one morning and say to himself I’m goin to Lancaster in the USA to have underaged sex with a 15 year old girl that I’m going to pick at random. And although the girl was below the age of consent that didn’t mean she didn’t willingly play a part. There was something like this that went on around here back a number of years ago where a 12 yo girl decided that she wanted to get laid and set up a series of “meetings” with a 23 yo dumbass who was caught by her parents hiding in her closet. Far as I know he’s still in jail, and the county sheriff said the girl set up the whole thing, and he wanted to charge her with something else, but she was too young to charge with any crime.
In PA, a minor under 13 can't legally consent to anything. From 13-15 they can only consent to sex with someone not more than four years older than they are. Legally, 16 is the age of consent, but because of the corruption of minors statute, anyone over 18 having sex with a minor could be charged with that. This guy came to the wrong state.

The only mitigating factor is he is relatively close to her in age. If he were 17 I might think it’s just a relationship, but at 20 he knows she’s too young a kid at 15.
