Probably not-Mexico is not NYC-if the federales want someone dead or in prison, escaping to the US or Canada-and not getting caught- is the only way they will not be going there, especially if public opinion is not in your favor. It appears that here was enough interest/outrage in Mexico to get everyone to work together to find and arrest this woman. Mexican prisons are not really easy to get out of, unless you have as much money and as many connections as El Chapo-he was kind of an evil Robin Hood to some people-this woman is just a drug queen and murderer-and apparently crazy, too...
