How is it a 1 Seat majority if the GOP has 217 and the Dems have 213?

Because all it takes is 2 to flip to not having a majority vote.

If one GOP member defects on a vote, it would be 216 to 214.

If two GOP members vote with the Dems, the vote would 215 to 215.

According to House rules, in the case of a tie vote, a question before the chamber “shall be lost.”

So just think of the scenario of if a Bill was before the House to fund the building of the border wall. If more than one GOP member votes “nay” then the bill would not pass.
