The GOP will have a one seat majority in the House in 4 weeks. There is no way this is not a coordinated plan which will eventually result in the Democrats having the majority before the November elections. They will then refuse to confirm Trump as President should he be re-elected. It is the new Congress that gets seated that presides over this, not the current one. So as far as the Presidential certification, this is irrelevant.
