Six police officers in a town of 1600?
If they are full time that is a pretty high number. 2.4 to 1000 is average. That would be 3.7 to 1000.
And police officers are expensive.
Could be any number of reasons but it is odd.

About right. Two 12 hours shifts a day, two officers per shift, and two more to cover the days off of those four.
