You’re not understanding the scam. The scammer used stolen identities and forged signatures to commit the multiple crimes involved.
They know the stolen identities, but not the persons who used them and they are long gone with the money the scammed from the bank.
That’s the guy who bought it at a bank foreclosure auction.
Read carefully, the 2nd mortgage is mentioned and how the house ended up in foreclosure.
“The outlet reported that an anonymous man allegedly falsified a deed and submitted the documents online with Dekalb County to claim ownership of the Allman’s home.”
“The couple became suspicious of the sketchy activity when they received letters in the mail confirming that a second mortgage had been taken out.”
They just choose not to unless they are sure the people will not fight back.
As in this case.

I don’t think we’ll see an organized militia appear any time soon.
But we just might see “committees of vigilance” appear in some places. Eventually decent folks will have had enough. Your mom gets attacked while she’s out shopping. Your house gets broken into while you’re at work. These things will eventually set people off.
Unfortunately, the state probably then wake up, and interfere on the side of the criminals. You tried to rid your neighborhood of crime? You’re under arrest, pal.
Interesting times are ahead.
