So the next question is why couldn’t the commander and chief get the troops he needed? National Guard troops meaning Virginia National Guard? IDK but District of Columbia doesn’t have National Guard. He can’t use Federal troops. Is the Governor of Virginia whoever that was at the time refusing to mobilize?
