The Russians are trying to blame the US and NATO for this attack since Lukashenko pretty much spoiled their attempt to blame Ukraine.

Both gambits were desperate attempts to cover up either FSB complicity in the attack or absolute utter incompetence by not even having a single armed guard present at the concert with a warning about terrorism having been received.

So, the US does a lot better here regarding public venues and schools?

The question is what do the Russians expect to happen if their public blames the US for the massacre. The reasonable assumption that they will then support an attack on the U.S. This is what Sputnik/Putin is laying a foundation for.
