"Could the Senate stall a replacement, as they did with Garland’s nomination?" They could but would not. The desire to hamstring a second Trump presidency would find enough GOP senators to push a Biden nomination through.

McConnell delayed replacing Scalia under the theory that no SCOTUS vacancy had been filled by a lame duck president in an election year. That’s not the case here.
