The problem with Canada is that the population is all in three provinces(Quebec, Ontario and British Columbia). For the most part in Toronto, Montreal, Vancouver, Ottawa and Quebec City.

The people of Alberta, New Brunswick, Manitoba, Saskatchewan, Newfoundland, Nova Scotia, Prince Edward Island, Yukon and the NW territories are not really represented in Ottawa. The people in the eastern provinces have more in common with Maine and northern New England than they do with the rest of Canada. Coastal BC has more in common with WA & OR than the provinces east of them.
