Absolute clown show performance of "law enforcement officers" going wild because well, they can.
I have served in direct combat and I have never seen such a wild, untrained, undisciplined mess like this before.
Now, did the alleged shooter really shoot? Was anyone hit? Did the suspect have priors? When you have a suspect trapped inside a car, he's really easy to take out- why the Meuse Argonne level volume of fire?
I have to think that 100 rounds zinging around presented a much bigger danger than some guy without a seatbelt.
During Iraq operations it was always interesting to me to see the fire discipline of US troops in combat vs. the asshattery of US police forces killing Americans at the drop of a hat.
A hysterical female is, really, never a great look.

First 3 shots seemed muffled a little, but I cannot tell from the stories nor from the Daily Mail UK video, where those 3 shots originated. I cannot tell if the 3 shots originated from somebody else within the vehicle, or from the driver's side. I did not see any indication of shots exiting the video.
Originally, the driver had the driver side window all the way down, but as the female Chicago police officer approached near to the vehicle, the driver side window was raised half-way up.
Somehow, the soon-to-be-deceased party, exited the vehicle and proceeded to the rear of the vehicle.
Seems to me, that was when a generally second fusilage/hail of bullets were fired toward him/vehicle.
The exiting party fell to the ground at the rear of the vehicle, apparently with a firearm in his right hand . . . and the bulk of his torso landing face down and covering his hand and the firearm.
He was alive when police gathered closer to him, but unable to respond and reveal the firearm.
At 2:33 in the Daily Mail UK video, a police officer is on the ground, and his left wrist is apparently damaged.
At 2:50 in the video, another police officer has a wound or blood spatter to his left upper, inside thigh and a more direct wound to his right upper thigh - he exclaims, "Fu__!" as his comrades help him to lay down.
