Don't underrate the "Russian and Chinese crap": their military leadership may be idiots, but their stuff works fine. While we were conducting the "firing to destruction" phase of the Intermediate Nuclear Forces (INF) Treaty, we watched them fire 67 randomly-chosen SS-20 vehicle-mounted ballistic missiles (minus the warheads) and all 67 fired and full range to their targets. Our Pershing 2s were less successful during the same phase, with several failing to fire.
