Yeah, 20 years is a little excessive.

I ask...is Bowman in jail without bail? No? Why the hell not? He impeded an official vote on the floor so he should have been arrested! Period.

That was the largest but add up the rest of their charges they where looking at up 35 years. They knew they where going to be used as an example. This is why most took the plea deals.
