Re the 200 or 4 civilians, it was two separate incidents. U.S. is admitting to a stray bomb that killed 1-4 people in a village. According to NPR (I know, but it's the only news I can get in the car), U.S. bombed some caves outside of Kabul and secondary explosives went off that lasted about 3 hours. Apparently we hit a large hidden ammo dump. It was the secondary explosions of things flying out of the shattered caves that incinerated a nearby village and may have killed 200 people.
