Clinton's obvious failure to deal with Bin Laden after the '93 WTC bombing gave the green light for another attempt, this time horribly successful. The '93 bombing was far more massive than most people realize. I know, I saw a cable documentary special on the construction and history of the WTC narrated by Harry Smith on the History Channel which was finished only months before the 9/11 attack. Some of those interviewed in that documentary were killed trying to contain the damage of the second terrorist WTC attack.
