Good description. The ballot proposition gave us Proposition 13 and tax cuts--but it also gave us a two-tier tax system, where inheriting property is infinitely preferable to purchasing it (because the last sale price was so much lower than current market valuation).
It gave us "auto insurance reform" that jacks your rates up 30% for one speeding ticket, but doesn't touch them if you get a DUI conviction--as long as you don't lose your license.
