Well, what ARE the indications it was a "terrorist" attack?

Small bomb in a vehicle to kill the driver specifically screams "organized crime" (who are "terrorists" of a sort, themselves.)

But, of course, it's odd because there's not much organized crime in NYC (/sarcasm).

Many residents of the Orthodox neighborhood said they are worried the blast may be an attack related to the violence in the Middle East.

However, local Assemblyman Dov Hikind said police told him a car bomb was most likely planted as part of a personal vendetta. In line with that theory, another car owned by Halberstam was destroyed five weeks ago to the day by a mysterious fire.

“I want to make it very, very clear,” Hikind told reporters. “There is nothing at this time to indicate that it is in any way related to the events going on in the Middle East – nothing to indicate that.”

Police are expected to hold a news conference soon to release more information.

This was no mob hit. A mob hit wouldn't have been botched, which this one effectively was. The victim would have lost more than a leg, I think.
