The risk for the security of Medical Records falls squarely with the Insurance Companies. These are the people that have your Medical information tranfered from the medical professsional to an outside source.

The Insurance Companies can and do "share" and sell your medical history and information. Along with this is your Social Security Number so that they know exactly for whom the information is about.
