While teens 14 to 16 years old cannot legally give consent, they are not the targets of pedos; rather, teens are targeted by ephebophiles, those who demonstrate a pathological attraction to post-pubescent youths.
The pedo wants his victims completely devoid of any sense of sexual self-awareness. The ephebe wants the opposite - sexually sentient, but just underage.
