When the two got to the van, Collier said he became suspicious after noticing the parolee had to "jimmy" its door open. After he realized the van was stolen, he arrested Hernandez.

The ever-alert Trooper Collier was right on top of this one. Can't believe this happened in Visalia. Pretty depressing story.
