I do think that prohibitions against female toplessness are starting to fall by the wayside. What isn't?
These women should be careful what they wish for. As the Chinese say, there is power in that which is hidden. If it were really no big deal to see women going around topless, these women wouldn't have made the rent.
In Munich, there are lots of women in the parks at lunchtime sunning themselves topless. American tourists are the only ones who pay any attention.

Oh comeonnnnnn, like this warrents this much hullabaloo. There have been hundreds of nude/topless carwashes. All that is necessary to operate within the law is a closed garage and a responsible doorman to card the younger customers.
What goes on inside the garage is nobody's business outside the garage.
